QLD:Wanted bikie picked up in traffic op

A bikie gang member wanted by police for more than 20 years has been picked up during
a traffic operation.

Police pulled over the 47-year-old Outcasts Motorcycle Club member on the Sunshine
Coast yesterday, and they found he had seven warrants to his name, but they won't reveal
what he's charged with.

He's in custody and will appear in the Maroochydore Magistrates Court tomorrow.

Democrats leader LYN ALLISON says she's always concerned about talk of reducing access
to abortion services for women.

But she says if people want to stir the pot, she's prepared to get into the debate.

She says reforms to reduce the level of unwanted pregnancy should be brought in.

But Senator ALLISON says people should stop blaming women for becoming pregnant when
they don't wish to.

She says safe affordable terminations are critically important to reproductive health
for women in Australia.

The Federal Court's been told the way the wages of workers with disabilities is set
.. is designed to keep their pay rates low.

The case for two intellectually disabled men began in Melbourne today .. and is considered
to be a test case for 20-thousand disabled workers across Australia.

They're claiming that under a federal assessment tool .. introduced in 2004 .. disabled
workers have been copping a raw deal.

In her opening address .. KRISTINE HANSCOMBE's told Justice PETER GRAY the two men
would never be able to pass the competencies component of the Business Service Wage Assessment
Tool .. and it's only intended to lower their wage rates.

The trial's expected to continue for the next two weeks.

CANBERRA, April 5 AAP - Prime Minister Kevin Rudd needs to launch a judicial inquiry
into his government's school halls and home insulation programs - or admit they were bungled,
the opposition says.

Opposition Leader Tony Abbott used an otherwise quiet Easter Monday to renew his attack
on the federal government's economic stimulus plan.

The stimulus achieved its main objective of saving the economy from recession, but
not without creating major controversy.

Mr Abbott said the government's poorly designed and badly run Home Insulation Program
and Building the Education Revolution scheme, part of the second phase of Labor's fiscal
stimulus package, had wasted taxpayers' money.

He called for a judicial inquiry to be set up immediately to look into the two measures
and release a report by August.

"What's become obvious as the second stimulus package has unfolded is that it has involved
rip-off after rip-off," Mr Abbott told reporters in Sydney.

The government suspended the Home Insulation Program after it was linked to the deaths
of four installers, 120 house fires, and thousands of safety and quality problems.

Meanwhile, the $16.2 billion school building scheme has been plagued by stories of
inflated quotes for projects, particularly in NSW.

Flanked by opposition education spokesman Christopher Pyne and shadow legal affairs
minister George Brandis, Mr Abbott said he'd written to Mr Rudd to request the inquiry.

"The urgent establishment of a full judicial inquiry into these programs is therefore
necessary to restore public confidence," he wrote.

"Any failure to do so can only be interpreted as an admission that you have something to hide."

Mr Abbott said the public deserved to know whether proper procedures were followed
in relation to the programs, and if they were good value for money.

"It's very important that Australia avoid a recession, but even a cause as important
(as that) does not justify waste of taxpayers' money," he said.

Senator Brandis said the coalition did not believe political processes alone could
reveal the full scale of problems inherent in the school halls and pink batts schemes.

"The magnitude of the waste of public money in relation to these two failed programs
is so great that the forensic processes of a judicial inquiry are what it is going to
take to get to the bottom of it," he said.

Mr Abbott denied the move was a stunt, saying judicial inquiries had the power to compel
witnesses to give evidence.

His proposed terms of reference are to ask the inquiry to investigate, among other
things, the pricing components of the school building scheme and the design and implementation
of the Home Insulation Program.

The opposition also wants to know how the government responded to advice, including
warnings, it received about both initiatives.

A man's died after losing control of his utility and colliding with a four-wheel drive
in north Queensland.

The 27-year-old lost control on the Bruce Highway .. about 50km north of Townsville
.. near the Toomulla Beach turn off about ten past five (AEST) this morning.

Police say he died at the scene while two male occupants of the four-wheel drive were
taken to Townsville Hospital with non-life threatening injuries.

Qld: Torrential rain causes havoc on Sunshine Coast

BRISBANE, Aug 24 AAP - Roads are closed and people have been rescued from cars and
homes as torrential rain drenched the Sunshine Coast and Wide Bay regions of coastal south-east
Queensland overnight.

The Bureau of Meteorology has issued flood warnings for the upper Maroochy and Noosa
Rivers after record falls in the region.

Noosa Heads has recorded 377mm of rain since 9am yesterday, 559mm fell at Coops Corner
near Inskip Point and Tewantin received 263mm.

Flooding is expected in smaller coastal streams from north of Brisbane to the Sunshine
Coast, particularly in the Sunshine Coast hinterland, and motorists were warned not to
drive through flooded roads.

Trees down over power lines have blocked the Bruce Highway between Tiaro and Maryborough,
police said.

Phil Holden from Maroochy SES said there had been a number of calls for help.

"We've had crews out doing sandbagging and stopping leaks in roofs," Mr Holden told ABC radio.

Several people were also rescued by flood boat in the Sunshine Coast hinterland, he said.

The heavy rainfall is forecast to continue north of Brisbane to the Maryborough area today.

A Sydney judge says a respected lawyer .. jailed for seeking sex with children over
a telephone chat line .. is a Dr Jekyll and Mr Hyde character.

The District Court was told yesterday MICHAEL JOHN POYNDER was a universally admired
lawyer with a leading law firm .. but frequently paid for sex .. and fantasised about
bestiality .. incest and rape.

51-year-old POYNDER has been jailed for a year and three months for two offences.



Police began intercepting POYNDER's phone calls after being tipped off by a prostitute
with whom he discussed having sex with young girls.

On May 31 .. POYNDER used the Hot Gozzip chat service to arrange sex with a 15-year-old
boy .. but their meeting never took place.

On June 15 he offered 200 dollars to have sex with an undercover policewoman posing
as a 15-year-old girl.

POYNDER was arrested when he turned up to meet her .. carrying condoms .. lubricant
.. and 236 dollars in cash.

He resigned as special counsel with Minter Ellison after his arrest .. and now faces
the prospect of being found unfit to practise law.

HOBART, Aug 1 AAP - The federal government should use "maximum pressure" to convert
Israel's partial and temporary suspension of bombing in southern Lebanon into a permanent
ceasefire, the Australian Greens say.

Greens leader Bob Brown said today the world had been appalled by an Israeli airstrike
that killed at least 50 people, most of them children, in the southern Lebanese town of
Qana on Sunday.

"The world has been appalled by the carnage in Qana, the bombing of ambulances and
massive loss of civilian life and infrastructure," Senator Brown said.

"The ceasefire should be continued until peacekeeping forces are in place."

The New South Wales government's released guidelines on the areas in pubs and clubs
where smoking will be permitted .. when a so-called total smoking ban comes into force.

They'll be introduced in July 2007.

Under the rules .. venues will face fines of up to to five-and-half thousand dollars
.. if smoke is allowed to seep into non-smoking areas.

CANBERRA, April 25 AAP - Thousands of people have marked the 90th anniversary of the
Gallipoli landings at the Anzac Day dawn service in Canberra this morning.

A near-record crowd attended the service at the foot of the Australian War Memorial,
with only candles providing light.

The Anglican bishop to the Australian Defence Force, Tom Frame, said the 90th anniversary
of Gallipoli was an important time to reflect on how the event would be remembered into
the future.

He said it was vital that the contribution made by the Anzacs was an ongoing part of
the collective history, and future, of Australia and New Zealand.

"They gave their tomorrow for our today, this day, and so we should be grateful people," he said.

Dr Frame said today's media was filled with the corrupt, evil and vengeful, most of
whom went on to become infamous. There was little to mark the righteous, the altruistic
and those who went about their lives in a normal manner.

But the Gallipoli landings, and the successors to the Anzac legend, proved the righteous
will be remembered down the centuries.

"In 100 years they will be gathering as we gather on this day, in this place and at
this time," he said.

Dr Frame said the Anzacs were an embodiment of the best of humanity, as they gave themselves
selflessly for a greater good.

Governor-General Michael Jeffery was an unofficial guest at the service. He will later
take the salute at the main march, which will file past the Stone of Remembrance at the
foot of the war memorial.

SYDNEY, Dec 29 AAP - A young P-plate driver was caught speeding near Newcastle at 141kph
- 71kph over the speed limit - NSW Police said today.

About 8.30am (AEDT) yesterday, Lake Macquarie Highway Patrol officers detected a northbound
Nissan Skyline travelling at 141kph on Charlestown Road, Kotara.

They issued the 21-year-old driver with a speeding ticket and suspended his licence
for six months.

Last month, P-plate driver Emile Dousset, 20, died when he crashed a high-performance
Nissan Skyline at speeds of up to 180kph on the central coast.

Also killed were his passengers Carl Homer, 33, and pregnant 15-year-old Natasha Schyf.

Last week engaged couple Robert Peov, 21, and Joanna Mourania, 20, died when their
Nissan Skyline sports car hit a power pole at Milperra in Sydney's west.

The deaths prompted police to warn young drivers to slow down, while the NSW government
is considering imposing restrictions on young drivers with high-performance cars in an
attempt to reduce road deaths.

Mar. 2--AT&T Broadband is using Richmond as a test market for cable TV service with Dolby Digital 5.1, an audio technology designed to provide a more robust home theater experience.

Programming encoded with Dolby 5.1 divides audio into five speaker channels, plus one for a subwoofer, to produce a surround-sound effect.

AT&T Broadband said the increasing popularity of home theaters prompted the test.

But the new service doesn't mean every show will have 5.1 surround sound. It's still limited to programs or movies incorporating the newer standard. And customers still need their own, separate home theater receiver capable of handling Dolby Digital to pump the signals out to speakers.

AT&T's Rob Christensen said about 100 titles per month are broadcast in Dolby 5.1. Many are from premium package channels such as HBO, Showtime and Starz!

Most DVDs include the 5.1 technology, too.

To get the upgraded surround sound, a subscriber pays a one-time $29.95 installation fee, and must already subscribe to digital cable service or upgrade to it. New models of the set-top digital converter boxes support Dolby 5.1.

Once the new box is installed, the subscription fee does not increase.

AT&T's current digital converter boxes can't pass along the 5.1 signal. They feature a less complex Dolby Surround technology that only has four audio channels.

"The experience is not the theater quality you get with the 5.1," Christensen said.

AT&T Broadband has about 150,000 subscribers in Richmond and several surrounding counties. That includes about 16,000 high-speed cable Internet subscribers, who also have seen changes in their service recently.

Other than switching from ".mediaone.net" e-mail address suffixes to ".attbi.com," the company increased the number of e-mail addresses available to each subscriber from four to six.

AT&T also has enabled subscribers to check e-mail from any computer with an Internet connection through its Web-based e-mail service, and has introduced anti-spam and parental control features for Internet connections.

The company, however, has ended a feature allowing high-speed customers free dial-up Net access when they're away from home. No replacement "mobile access" is in place, but AT&T said it is exploring options.

In Chesterfield County, Comcast Corp. high-speed cable Internet customers also are experiencing changes.

The company has been focused on switching customers from the now-shuttered Excite@Home Internet network to Comcast's own high-speed network. That process included e-mail address changes and introduced caps on the speed of some connections that were not capped by @Home.

New Comcast features include Web-based e-mail access and "My File Locker," which offers subscribers 25 megabytes of Web storage space for files such as digital music or photos.

Comcast cable Internet subscribers can establish up to seven e-mail addresses for each account.

Walgreens prepares to unveil revamped web site.

DEERFIELD, Ill. -- Walgreen Co. has entered into agreements with two companies to help bring its much-anticipated Internet site online next month.

In a deal to provide health information to the site's users the drug chain has selected the Rochester, Minn.-based Mayo Clinic to provide a comprehensive library on health for its E-commerce site, www.walgreens.com. The library will include content on 100 major health topics, a Walgreens spokeswoman says, with the number of subjects covered eventually growing to 250.

"By offering Mayo Clinic's credible health-related content we're establishing walgreens.com as an industry benchmark for on-line pharmacy services," comments Walgreens president and chief operating officer Dave Bernauer. "Consumers will have access to a trusted pharmacy name and the most respected health information name on one web site."

Among the services Mayo will provide are Healthy Lifestyles Centers, a section of the site that will offer in-depth analysis of health and lifestyle issues; Headline Watch, featuring perspectives on current news in health care; first aid information; health quizzes; a glossary of routine screening tests; and a question of the day. There will also be links to Mayo Clinic Health Oasis (www.mayohealth.org).

The Coalition Against Domain Name Abuse (CADNA) supports the National Telecommunications and Information Administration's (NTIA) Further Notice of Inquiry concerning the Internet Assigned Numbers Authority (IANA) functions. CADNA also appreciates NTIA's careful review and consideration of the comments provided in response to the previous Notice of Inquiry. Its continued engagement with the Internet community through this current FNOI demonstrates NTIA's commitment to developing the IANA functions contract to reflect the best interest of all Internet stakeholders.

"CADNA is pleased to see its recommendations represented in NTIA's draft statement of work regarding the IANA functions contract," said CADNA president Josh Bourne. "Most importantly, NTIA agrees with CADNA's suggestion that a distinction be made between the development and execution of policies related to the IANA functions; this distinction is critical to ensure that the IANA functions operator remains accountable." The separation of policy development and execution of the IANA functions outlined in the current draft statement of work applies to staff, meaning that the personnel dedicated to executing the functions must remain separate and removed from the development of policy around the execution of those functions. MELBOURNE, June 14 Asia Pulse - New Zealand-based casino operator SkyCity Entertainment Group Ltd (ASX:SKC) will fund the development of a $NZ350 million (US$285.46 million) convention centre in Auckland if it is granted an extension of its licence and more gaming tables and machines next door.

SkyCity said on Tuesday that it had been selected as the preferred developer of the 3,500-seat convention centre in Auckland, adjacent to its Auckland casino.

SkyCity, which operates casinos in Auckland, Hamilton, south of Auckland, and in Queenstown, New Zealand's ski mecca on the South Island, and in Adelaide and Darwin, said it was prepared and able to fund the full development of the convention centre.

"This is subject to reaching a satisfactory outcome from the discussions with (the NZ) government, to ensure that SkyCity achieves an overall acceptable return on this substantial investment," SkyCity said.

"As part of the proposed deal, SkyCity will negotiate with government on changes to the regulations that cover the scale and efficiency of its casino activities.

"These changes include an increase in the capped number of gaming tables and machines and an extension to the existing casino licence in Auckland beyond its current renewal date of 2021."

New Zealand Economic Development Minister, David Carter, said the talks with SkyCity would not include a reduction of the age of entry to casinos.

The talks also would exclude allowing SkyCity an internet gambling licence or additional casino licences.

Shares in SkyCity were seven cents higher, by 2.6 per cent, at $2.77 at 1015 AEST on Tuesday.

Researchers at Context Information Security, an international security consultancy, have uncovered serious security flaws in the new WebGL technology that creates 3D graphics in a browser with the same speed and detail as hardware-accelerated PC games and applications. Context says that design level security issues give potentially malicious web pages low level access to graphics cards that could provide a 'back door' for hackers and compromise data stored on internet-connected machines.

WebGL is currently supported on Linux, OSX and Windows operating systems, using Firefox 4, Safari and Google Chrome browsers. In addition to desktops and notebooks, WebGL is also being adopted for use in other devices including smart phones and is rapidly increasing in popularity.

"The risks stem from the fact that most graphics cards and drivers have not been written with security in mind so that the interface (API) they expose assumes that the applications are trusted," says Michael Jordon, Research and Development Manager at Context. "While this may be true for local applications, the use of WebGL-enabled browser-based applications with certain graphics cards now poses serious threats from breaking the cross domain security principle to denial of service attacks, potentially leading to full exploitation of a user's machine."

WebGL 1.0 was officially released in March this year by The Khronos Group, a non-profit consortium of companies including Google, Apple, Intel and Mozilla working to create open standard APIs to display digital interactive media across all platforms and devices. It is essentially a graphics library that extends the functionality of JavaScript to allow it to create interactive 3D graphics within a browser without using plug-ins.

Some Texas Mortuaries Fend Off Corporate Consolidators.(Originated from Austin American-Statesman, Texas)

Jun. 7--In the past 12 years or so, John and Linda Amey have been approached numerous times by Service Corporation International (SCI) -- the billion-dollar Houston funeral giant that has been buying up local, family-owned funeral homes like theirs.

But the Ameys -- like many of their Austin peers -- refuse to sell to "consolidators" like SCI.

"The control of the funeral home management becomes centralized elsewhere," said Linda Amey, who dreamed of being a mortician since she was 12 years old.

Too often, she said, the consumer pays the price because consolidators tend to raise the price of everything from embalming to caskets to the organist.

This year, the Ameys have taken the unusual action of placing newspaper ads on the obituary page comparing their prices to those of their SCI-owned competitor, Cook-Walden. According to the ads, a funeral at Cook-Walden would cost $728 more than one at an Amey Funeral Home.

The ads are the Ameys' way of fighting the consolidators who are transforming their industry.

Some critics, like the Ameys, say consolidators have hurt the industry- taking over regional markets, raising prices and using aggressive sales tactics to boost their bottom line. But those in the death-care consolidation business believe they have the resources to run the businesses more efficiently, without compromising service.

"When SCI buys (a property) we bring a lot of resources," said Allan Akens, vice president of operations for Cook-Walden in Austin, which was bought by SCI in 1993. "When we cluster the funeral homes, we're able to pool our labor force together. We have the capabilities of updating facilities and fleets because we have the capital to do so."

The top four companies in the $12 billion funeral industry -- SCI, Loewen Group of Canada, Equity Corporation International (ECI) of Lufkin and New Orleans-based Stewart Enterprises -- now own close to 13 percent of the 22,500 funeral homes and 9,600 cemeteries in the United States. One Texas funeral director estimated as many as 60 percent of the nation's funeral homes could be owned by consolidators within 15 years.

Although Benjamin Franklin wasn't an investment banker, he knew life's only certainties were death and taxes.

And corporations like SCI -- and the investors who buy their stock -- are attracted to the stability and profitability of the "death-care" industry. Recessions may come and go, but most people are willing to pay the price to honor the life of a loved one. The average cost of a funeral in 1994, the most recent information available, was $4,470.

"Most people arrange a funeral once every 12 years," said M. Lynn Detrick, vice president of research for Williams MacKay Jordan & Co. Inc., a Houston investment firm. "They make it a high priority when they do it."

Consolidation of the death-care industry was just one of the topics on the lips of Texas funeral directors who gathered in Austin this week for the annual convention of their state association.

Gathered in the lobby of the Hyatt Regency -- most attired in shorts, khakis and polo shirts -- they bore no resemblance to the stereotypical undertaker. They are young and old, male and female.

They will be the first to tell you that most things in their industry have changed in the past 20 years, some dramatically. Many changes have been driven by government regulations, while others have been the result of market forces.

Convention topics include trends in cremation; (at)use of electronic mail, the World Wide Web and the Internet; and modernization of the funeral business.

Only 15 percent of the 570 members of the Texas Funeral Directors Association are consolidators like SCI. But their influence is widespread, especially in large cities like Houston and Dallas.

And if these large corporations have their way, they will get a greater piece of the Austin pie, as well. At the moment, Cook-Walden, with five funeral homes and two cemeteries in the Austin area, is the only local business that is owned by a consolidator.

Weed-Corley-Fish Funeral Home, which got its start more than 100 years ago, has been approached many times over the years by SCI, Stewart Enterprises and Loewen.

"I say we're not interested in selling," said Laurens Fish Jr., who runs the business with his son, Laurens Fish III. "We're a family-owned business and we plan on staying that way."

Over the years, the tree-shaded funeral home at 3125 N. Lamar Blvd. has buried seven governors and dignitaries such as Lyndon B. Johnson and Barbara Jordan.

Running a funeral home, although profitable, is costly business, Fish said. The limousines and funeral coaches cost more than $60,000 each. Because of the unpredictability of the business, the facility must be staffed 24 hours a day, seven days a week.

One large room showcases 30 varieties of caskets, ranging from a $665 wood model to The Parliament, a $7,856 mahogony casket.

A funeral home must be a first-class establishment, Fish said. Each room of Weed-Corley Fish is immaculately decorated. Classic oil paintings hang on the walls. A fountain flows serenely in the courtyard of the red-brick building.

"I think it's a different kind of business," said Lawrence Fish Jr. "On one hand, you're got a profit-oriented business. On the other hand, you're providing a very sensitive service."

Texas has become a mecca for large corporations in the funeral industry; it is home to SCI, ECI and Carriage Services.

SCI Chairman Robert Waltrip started his company with one family-owned funeral home.

Over the past 45 years, he turned it into the world's largest funeral and cemetery company -- serving as a model for other death-care consolidators.

"SCI was the original consolidator," said Detrick of Williams MacKay Jordan & Co. Inc. "I think (SCI) brought a high degree of professionalism to the business."

In 1995, SCI reported record earnings of $183.6 million on revenues of $1.7 billion. During 1995, SCI acquired 1,204 funeral homes, (at)99 cemeteries and 29 crematoria. As of March 31, the company owned 2,795 funeral homes, 324 cemeteries and 138 crematoria.

The company has attracted attention of investors, who have watched the price of the stock jump from $39.62 1/2 in January to $59 Thursday.

SCI is able to take advantage of economies of scale that boost its profitability. In Houston, SCI sends most Houston-area corpses to a prep center, according to an article in the June issue of Texas Monthly. Hearses and limousines are dispatched to the company's funeral home from a livery system.

Akens of Cook-Walden said companies like SCI can provide young funeral directors with the opportunity to rise through the management ranks, without having to worry about the high costs of running the business. The consolidators also provide older funeral directors the opportunity to sell their businesses.

In most cases, the consolidators retain the management and name of a property when they buy it, although they may change the way the business is operated.

"We offer our companies local autonomy," said Anthony Crespo, vice president of operations for Houston-based Carriage Services, which owns 70 funeral homes in 15 states.

But the activities of SCI and other chains have attracted the attention of regulators, who required the company to sell properties in some cities to preserve local competition. In Great Britain, regulators recently asked SCI to identify its funeral homes as corporate-owned and to provide customers with lists of competing cremation rates.

An SCI official did not respond to a request for an interview.

In a highly publicized case, a jury in Jackson, Miss., awarded Jeremiah O'Keefe $500 million in damages last November from the Loewen Group. O'Keefe alleged Loewen had tried to put him out of business.

"Chains have bought mortuaries and doubled the price the next day," said Rev. Henry Wasielewski, a Catholic priest who is a member of the Interfaith Funeral Information Committee, which does price surveys of mortuaries. Wasielewski's committee recently surveyed Houston funeral homes to find out the cost of their least expensive traditional funeral service and lowest priced metal casket. The lowest price available, offered by the Community Chapel Funeral Home -- an independent funeral home -- was $1,495. The lowest price offered by SCI's George H. Lewis Funeral Home was $6,890.

Akens maintains that Cook-Walden does stay competitive with other funeral homes. Prices might be slightly higher because the company has to pay off the debt of acquiring the property, he said.

"Anytime anybody buys anything, there will be some changes," Akens conceded.
