PATAKI VETOES PROHIBITION ON POLICE ARREST QUOTAS.(CAPITAL REGION)

ALBANY -- Gov. George Pataki vetoed legislation Wednesday that would have prohibited police agencies from imposing quotas on officers to write summonses or make arrests.

The governor said he agreed with sponsors of the bill that officers should make law enforcement decisions based on their evaluations of all facts surrounding an offense rather than a quota system imposed by police managers. But Pataki said in a veto message he worried that an outright prohibition on quotas would take away an at-times ``legitimate'' tool for assessing the performance of officers and of crime fighting efforts.
